











To date, the Solomon Island Government (SIG) believes the country is still far from operating at its full economic development potential. Many gaps remain to be addressed including the achievement of good governance for optimum development outcomes. Successive Governments recognized the importance of good governance as a precondition for sustainable economic development.
Political integrity and stability have been identified by the current and recent past Governments as key elements of good governance that are necessary to be achieved to provide an enabling environment for equitable and sustainable development. Political instability in the country has been attributed to some five key factors, i) disparities in the demand of the Westminster system and society expectation of Members of Parliament (local mentality of the Big Man); ii) weak political parties to enforce loyalty of party members; iii) local or personal interests overriding national interest/absence of a strong sense of nationhood; iv) frivolous use of motions of no confidence in Government; and v) corrupt practices.
The global objective of this assignment is to provide an independent legal advice to the Government of Solomon Islands in the legal drafting and consultation process of various regulations for the improvement of governance institutions in the country.
The specific objective is to draft the Political Parties Integrity Bill regulations and the Integrity Standards for Political Parties, Consultations and workshops with civil society, political parties, Solomon Islands Electoral Commission and government members will be part of the assignment.

LOCATION AND DURATION
The assignment will be carried out in the capital Honiara, Guadalcanal province. The experts will work within the Office of the Prime Minister and Cabinet. The experts should be equipped with own laptop/notebook computer and mobile phone.
The Junior Legal Draftsperson will be based in Honiara but will be expected to travel to at least four provinces (Guadalcanal, Western, Malaita and Isabel) to conduct workshops with stakeholders on the specific objectives. An average of two working days per travel to province is foreseen.
The duration of the assignment will be 12 months from the starting date. The number of working days is expected to be 70 for the Category I expert and 30 for the Category II expert, i.e. 100 working days in total. It should be noted that weekends and in country public holidays are not considered as working days.
The contractor shall propose an indicative expert mobilisation timetable in its offer. Upon European Union signature of the contract, the expert will be mobilised in accordance with contractor offer and/or as agreed with the EU project manager within 10 days of the signature of the contract by the European Union.
