











The 11th EDF Multi-annual Indicative Programme will be the basis for co-operation between Botswana and the EU for the 2014-2020 period. This co-operation is guided by the European Commission's Communication on the Agenda for Change and the principles of aid effectiveness. Resources will be concentrated in those areas where EU assistance can have the greatest impact. This is seen in the Agenda for Change as human rights, democracy and good governance; and inclusive and sustainable growth for human development. These objectives and the particular challenges of Botswana form the basis for the sectors selected under the 11th EDF. With respect to governance, the Agenda for Change indicates that EU support to good governance, in its political, economic, social and environmental dimensions, should be a more prominent feature in its programmes with partner countries.
The overall objective of the assignment is to assist the Government of Botswana in its efforts to deliver efficient and effective services to the population and to create an enabling environment for economic diversification.
The specific objectives of the assignment are to assist the Public Sector Reform Coordination Office (PSRCO) in the Office of the President in further developing its PSR coordination framework to strengthen implementation of on-going reforms, facilitate the realization of synergies among them, and provide room for coordination with upcoming reforms in the public sector.
It clearly consists of assisting the Public Sector Reform Coordination Office (PSRCO) to gather and engage major PSR stakeholders and PSR agencies, through a coordinated consultative process, refining and further elaborate the different components of the Reform Coordination Conceptual Framework (RCCF) that has been prepared and agreed upon during the first high-level PSR workshop held on 21-22 November 2013 in Gaborone, and producing a draft overview of the Public Sector Reform Coordination Programme (PSRCP) that will be integrated into NDP11.
Senior Expert 1 Team Leader – Category I
Minimum requirements:
• At least 4-year university degree or equivalent Diploma in Economics or any other field closely related to the assignment;
• At least 12 years of relevant professional experience with a minimum of 8 years in developing countries;
• A professional experience of at least 8 years in Policy development, Strategic planning, Public Sector Reforms, public administration reforms, Decentralisation, Governance, and Capacity development;
• Fluency in English and computer literacy;
• Experience in workshops facilitation and coaching of national teams.
Assets:
• Strong advocacy, analytical and communication skills;
• Experience in implementing similar assignments;
• Experience in Botswana relevant to the assignment;
•Experience in analysing government planning and implementation mechanisms; and
• Experience in implementing Medium Term Expenditure Frameworks.
Senior Expert 2- Senior Consultant – Category II
Minimum requirements:
• At least 4-year university degree or equivalent Diploma in Economics or any other field closely related to the assignment.
• At least 6 years of relevant professional experience;
• Experience of at least 3 years in sector planning and budgeting, public sector reviews, functional reviews, Decentralisation, Governance;
• Fluency in English and computer literacy;
• Experience in workshops facilitation and.
Assets:
• Strong advocacy, analytical and communication skills;
• Experience in implementing similar assignments; and
• Experience in Botswana relevant to the assignment.
The proposed Advisors should combine as many of the above ‘assets’ as possible.
LOCATION AND DURATION
The experts will be based in the Office of the President, PSRCO, in Gaborone, Botswana. Some field missions outside Gaborone may be required.
The duration of the assignment will be one year. The expected working days input of the assignment is 255 working days for the two Advisors, comprising of four field missions foreseen to take place between February and November 2014 and home-based work.
