











Poverty reduction (to below 30%) and the achievement of the Millennium Development Goals so that Rwanda can reach middle income country status by 2020 are the main priorities and ambitions of the government’s national development strategy, the second Economic Development and Poverty Reduction Strategy. As a result, the Government of Rwanda intends to focus on public accountability, citizen empowerment and participation in decision-making and effective service delivery.
The general aim of the assignment is to provide support to the foster accountable governance in line with 1) the National Economic Devlopment and Poverty Reduction Strategy and Visions2020; 2) the existing sectoral strategies and working groups and 3) the EU policies and guidelines.
The specific objectives are to provide the governance with a clear overview of existing and missing capacities, interventions and approaches, to analyze the key problems in the democratic governance and public accountability sectors, to advise on the proposed outcomes and assess the options, to make suggestions for the identification and formulation of projects/programs to be financed under the 11th EDF (2014-2020), to assist the EU Delegation in the development of the projects.
Senior Expert 1 Team Leader – Category I
- A minimum of graduate university degree in Law, Political Science or Public Administration/Policy or a related field with at least 12 years’ experience in Governance field;
- Track record in program me management including appraisal, design, monitoring and evaluation, having led similar assignments in comparable developing country contexts within the last five years;
- Knowledge of aid effectiveness principles and different funding modalities including basket funding and budget support;
- Excellent writing skills and proven ability to produce high quality documents;
- Excelllent oral communication and report writing skills in English; a working capability in French is a strong added advantage.
Senior Expert 2- Senior Consultant – Category II
- A minimum of a graduate university degree in Law, Political Science or Public Administration/Policy, Economics, Sociology, Antropology or a related field with at least 12 years’ experience in Governance field;
- Track record in program me management including appraisal, design, monitoring and evaluation, having led (or participated in) similar assignments in comparable developing country contexts within the last five years;
- Good understanding of result based management and project budgeting;
- Excellent writing skills and proven ability to produce high quality documents;
- Excelllent oral communication and report writing skills in English; a working capability in French is a strong added advantage.
Senior Expert 3 – Senior Consultant – Category II
- A minimum of a graduate university degree in Law, Political Science or Public Administration/Policy, Economics, Sociology, Antropology or a related field with at least 6 years’ experience in Governance field;
- Track record in program me management including appraisal, design, monitoring and evaluation, having led (or participated in) similar assignments in comparable developing country contexts within the last five years;
- Good understanding of result based management and project budgeting;
- Excellent writing skills and proven ability to produce high quality documents;
- Excellent communication skills in English and Kinyarwanda;
- Excellent knowledge of Rwandian institutional context.
Preferred requirements
- Having a good knowledge of the EU procedures and having participated in programmingg exercises of the EU will be considered valuable additional assets;
- At least one expert must have previous relevant professional experience in Rwanda.
LOCATION AND DURATION
• The assignment will tentatively take place during the following periods:
- Phase I: March 2014
- Phase II: April 2014
Duration of the assignment
In Phase I, Senior Expert 1-2-3: 15 working days, each.
In Phase II, Senior Expert 1: 20 working days; Expert 2-3: 15 working days.
• The assignment will be carried out in Rwanda, mainly in Kigali, with field visits.
