











The global objective of this assignment is to provide independent policy and legal advice to the Government of Solomon Islands in the consultation process of the Electoral Law Reform, the Political Parties Integrity Act, the legal reform to encourage women participation in political life and other relevant legal frameworks for the improvement of political system in the country.
The specific objective is to draft the comprehensive report, policy paper and drafting instruction on the amendment of the Electoral Law Reform, the Political Parties Integrity Act, the legal reform to improve women participation in political life and all other relevant legislative reforms deemed necessary. The conduct of consultations and workshops with civil society, civil society organizations, political parties, and Solomon Islands Electoral Commission and government members will be part of the assignment.
A Legal Draftsperson, expert category II, is required for this assignment. The total input requested for this expert is 189 working days divided in three missions over a period of approximately one year.
Education
University Degree in Law. University Degree in Political Science will be an advantage.
Experience
At least 6 years of professional experience in legal drafting of constitutional law.
At least 6 years of professional experience in providing legal advice on comparative constitutional law.
At least 2 years of experience of electoral law reform and political parties’ reforms.
Proven experience in legal consultations with governments, political parties and other stakeholders in developing countries is required.
Proven experience in legal reform to promote women participation in political life through Temporary Special Measures or other legal initiatives is an advantage.
4Experience working with Solomon Islands or other Pacific Islands’ countries will be considered as an advantage.
Language
Excellent in spoken and written English
Additional requirements
He or she is sensitive and respect the diversity of Solomon Islands culture which must be respected in the implementation of programmes requiring traditional protocols to be observed;
He or she is gender sensitive and knowledgeable of gender equity methodology with a special focus on the promotion of women into position of leadership.
